I think since he says “the population of New York divided by four”, rather than “the female population of New York divided by four”, that wouldn’t be a reasonable assumption. Especially as he’s trying to tell her how great she is, and that kinda gives the message that “you’re the greatest woman on Earth! But man, have you seen some of those men!?”.
Or perhaps, he believes that half of New York is female. Thus it would be female population over two, or entire population over four. That way there’s also only one other of her.

Well, if we presume he’s only including females then there would be 3 (and slightly more than a half) of her.
